You aren't clear on what you sent in the mail, cash or check? If you sent cash, sorry, but that's why it is recommended to never send cash in the mail. If you sent a check, I would assume that your bank should be able to help you with a canceled check. I'm not sure why you want to take it out on the cops. Cops don't issue vehicle registrations, your state does through its department of motor vehicles, secretary of state, or whatever they call them. Taking your misfortune out on a cop for doing his job would be like yelling at your neighbor because the mailman mistakenly put your mail in his box. Your misfortune is not either of their faults.
I wish you better luck in the future, but what is done is done. How did you pay via the mail? Cash or check? Your payment may have never even made it to your state's department of motor vehicles. It may not have even made it to the postal service. It may have been stolen right out of your mailbox. The door of your mailbox may have opened and the letter blew out and down the road, currently lying in a creek. A couple of weeks ago during a windy snow on a bitterly cold day, after doing our driveway I shot down the road and did our sickly neighbor's drive, and after him the 80+ year old farmer's widow down across the road from him, and before I started, I went past her wide open mailbox and meant to close it, but it was full of mail that I grabbed and handed her at her door. A while longer and her mail might have been blowing across the fields. In any event, this might be a learning experience. Better luck in the future, and hopefully a Happier New Year for you and yours.
