if its been sitting 15 years uncovered your probably better off just pulling it down, there is a chance it can be soaked in atf for a few weeks and make it free up but after that time odds are against it , and as already mentioned if you did manage to get it to turn the rings will be stuck, hopefully this is a tractor with sleeves if its a pickup or car it might be better to just opt for at least a short block and go from there
