Yes, of course, dealers will negotiate prices on new cars except in unusual situations, e.g., special, low production or just released and desireable models.
Only the unprepared pay MSRP (or more).
Once you have negotiated your price and they spring the $200 - $300 "doc prep" fee on you, simply inform them that you do not pay for document preparation.
