Big D, as was mention, the starter may be locked. The old IH engines had a problem with the starter drive and/or the flywheel ring gear getting worn, and they would jam, locking the starter and also binding the engine. If this is the case, it can frequently be freed by putting in road gear and rocking a rear wheel by hand. sometimes loosening the starter mounting bolts are needed. Of course there is always the possibility the starter is "frozen" because the motor is stuck. If you fix it at the owners place the price will go higher, so you have to decide what kind of gamble you want to take.
