There's probably some dirt on the seat of the relief valve that's built into the combining/sequencing valve... or mabey a broken spring or some such thing. Remove the priority pack, then carefully remove the valve next to the pilot line... then mark a reference mark on the setscrew in the back of the valve. Remove the setscrew counting the turns as you go... inspect, clean etc and reinstall. It'll probably work.
