I think they are being conservative in their estimation - in a lot of places, the sports teams rank a lot higher than 50%!
Example: Had a granddaughter who desperately wanted to take algebra in the eighth grade - school said "no can do" because we only allow 25 in the class and those are chosen by the achievement tests. My granddaughter scored 99 percent of the score they used for the cutoff. Her math grades in her classes were in the top 5 in her class. All they would have had to do was move ONE more desk in the classroom.
Fast forward to the football team. They suited up close to 50 players because "These kids want to play and even though some of them will never actually get in a game, the experience of being on the team is worth the extra expense".
No use to complain - the community supports that attitude, based on the results of fund drives for athletic niceties versus academic areas.
