I asked the same question about Grandpa Greyhair to several guys who were on the FMCSA board, the guys that come up with the DOT laws so to speak. To a man, everyone said the same thing- Grandpa doesn't need any special license because the AARP is the largest lobbying organization in the nation! And Grandpa VOTES. That's why a feeble minded blind man with a truly bad heart on multiple meds can drive a rig that would otherwise require special licensing, skill test, etc. It's as simple as that.
As far as interstate commerce, the Feds already have overstepped the Constitutional boundaries and no one says a thing. It has little to do with Grandpas situation.
