You can determine which switch is bad with a simple test light, but there are several ways to wire three way switches. Since I can't draw circuits on this site, I doubt if I could explain how to check them. If you understand how three way switches work you can figure it out. In view of the low cost of three way switches, and that both are likely the same age, replacing both is not a bad idea. The fun really starts when someone before you has attempted to replace the switch and switched wires around in the process.
