I have a relative that travels through New Hampshire often. He says in NH they only require minors to wear seatbelts. They figure adults can make their own decisions.
As for the police.... Just like any other profession there are good and bad. And like any other profession you're more likely to hear about the bad rather than the good.
Sometimes there are exceptions to the seatbelt laws. Someone that is prospecting (making frequent stops to talk to potential customers) or making deliveries are exempt in some cases.
