It is all about money, the insurance companies love it because they can charge you more if you get points. The towns love it because they get the fine monies, the cops love it because it pads their ticket writing stats. If they really cared about safety they would have "How to drive" infomercials on TV every night. I ran a body shop for years and have seen both sides of seat belt safety. Some it helped, others not so much. Had one woman that got hit broad-side. She saw it coming and dove for the passenger seat. Drivers door crushed all the way to the console. She had minor injuries. If she was belted she would be dead. Cop responding to the crash wrote her a ticket for not wearing her belt. I offered to be a witness if she took it to court. Don't know if she fought it. But that just doesn't make sense.
