I dont know about your windmills but the ones we have in Australia the tower is in sections bolted together. Dad fixes windmills and if he puts up a new one or old one over new well he will take the bottom section off and bolt the anchor posts on dont weld them then set them in concrete then remove the section in a day or to put it back on tower and lift the whole windmill up with a crane and the anchor posts should be in the right place. It can be done just standing it in the holes and cementing it in but you dont wont a windy day or to and plenty of ropes/cables to stay it back so something heavy so it wont blow over as cement cures
