Baby oil IS mineral oil, baby oil is just scented. http://en.wikipedia.org/wiki/Mineral_oil You can google the exact amounts in SeaFoam but its made up of naptha, mineral oil and isopropyl alcohol. In practice, when you make it at home, its cheap so its really not critical how much of each is used. Also, since most gas already has 10% alcohol in it right from the pump, why put more in? Its only in SeaFoam to remove water from the tank (and thanks to the 10% mandate, we have none now) so I just leave it out.
Here is just one of the many, many sites that talks about making your own SeaFoam http://hildstrom.com/projects/seafoam/. I posted that link because it talks a little about the differences in naptha (light, heavy, bla bla bla... it all works the same by cutting the gunked up gas). Dont make it more than what it is, dump a little mineral oil in your empty SeaFoam can and fill the rest of it with naptha and call it a day.
