Thats a good thing if overpopulated, you can take advantage of the harvest and even if we had it here like that, 2 is sufficient, 3 is plentiful, sure takes the pressure off you for the later season, if you get that nice buck great, or just let em pass if younger ones are all that you see, you already have your meat. If others did that here, you would see the more mature ones, which are always nice to see and take if possible. We do get enough permits for does and that is mostly what you see, so I take more of those, and skip the smaller bucks. For me, I don't seem to care much, sometimes when its sunny and not so cold, its just great to be out there, watching "the show" !
