All you need to adjust the bands is an 8-pt, 5/16 inch socket, and a torque wrench that will read 72 inch-pounds. Which is equal to 6 ft-lbs. To adjust the line pressure you just need a 3/16 Allen wrench, get a $5 set, because you will need to modify it. Chances are the line pressure was a little low due to wear. It calls for 1 PSI per MPH at the test port, but a little (yes just a little) extra doesn't hurt.
