If the rain cap is like all of mine, the "weight" slides in between two other metal pieces. Just take it off, open it up all the way and drill a small hole through all three, then install it back on the tractor. It should be such a small loss that it still works like normal. But now when you want to use the tractor, just reach up there, open the flapper, and slide a little bolt through the hole, thus "locking" the flapper open. Bryce
