The offshore petroleum industry has had high industry standards for a lot longer than 45 years, have you ever heard of the American Bureau of Shipping? International Association of Drilling Contractors? American Society of Petroleum Engineers?, The Code of Federal Regulations? just to name a few. There is nothing structurally wrong with these rigs where these events occur, its PEOPLE causing these events -- inexperienced or unsupervised or both or maybe just plain dumb. You have to remember the US Navy can afford to keep around some of their old Chiefs to train the new comers in everything the books don't spell out but private industry gets rid of their old experienced personnel when they start to cost money such as increased health care costs and fattened up pensions etc. There is no mystery here, when a report is released it will read like a comedy of errors, guaranteed.
