In 1968 after the USS Scorpion fast attack nuclear submarine was lost with all hands, the US Navy launched a program to ensure the safety of our entire submarine fleet. The program was called SUBSAFE. It took years to complete, and involved very stringient tests and xray of all hull welds andpiping. We have lost NO subs since that date. Why could not the petroleum industry undertake such a program for offshore rigs?? One can only speculate........
