Check the cables that run from the front to the brake drum. The cables rust and won't move. you can lift the floor between the brake pedal and the seat area and adjust the brake cable. This is where the cables attach. If you disconnect the cables at the rear by the drums it may free the brake shoes to allow you to pull the drum off. I have found it to be the cables and not worn brake shoes, but check anyway. Bill
