Do what Kornfused suggested and if the battery isn't dead clean all battery cable connections and battery posts until shiny. Put the tractor into the highest gear and rock the tire to see if the fan blade moves. If the battery is dead put this battery on charge if you have a battery charger. If you have a spare battery install it and see if the engine will start. If it does use a volt meter set on DC volts and the engine at 1/2 throttle or better measure the charging volts across the battery terminals should see about 14 volts.
