I did the same kind of thing with the dog catcher one time. Caught some kids poking around in buildings,claiming they were taking a dog census. I told them they had ten seconds to get in the road or I'd put them there. (Found out a little later that a guy up the road DID put the dog catcher in the road by picking up the back of his truck with the backhoe when he claimed he was taking a dog census).
Anyway,I got a ticket in the mail for having an unlicensed dog. I took it right up and threw it on his desk. Told him next time he wanted to know what I had on private property,he'd better send a uniformed officer with a search warrant. He followed me home and we had a quite a go around right here in the driveway. I got ahold of the State Attorney General,he said I could only be ticketed for having an unlicensed dog if the dog was visable from the road or the driveway. When all the dust settled from that and from Tom putting his truck in the road,he was out of a job shortly after and the dog census thing stopped.
