Disconnect the battery for a few minutes and make sure it is fully-charged.
Reconnect and try again.
GM had all sorts of trouble with those gauges. They are NOT gauges in the conventional sense, but "stepper motors" and if they get out of step during a "hard start" (cranking long cranking/low battery) they get flaky.
Also, the stepper motors fail requiring a $$$$$$ instrument panel at the stealer, or you can buy the motors and install them yourself. GOOGLE "Silverado gauge problems" for LOTS more info.
