Had a look and the problem was the return spring was binding. Cleaned it all up and works fine.
Seems the cable end comes out from the housing pulling the spool with it as you unscrew the 2" cylinder. When the whole shebang is out, you slide the 2" cylinder off and then you can get to the pin or whatever that connects the spool to the cable center wire. I didn't have to go that far. The problem was on the other side of the housing and easily accessed.
