Just my $.02. Last I knew, a private owned pickup with a trailer (NOT HAULING FOR HIRE OR HAVING NAME ON SIDE OR DOT #) and no one ton dually, can go anywhere and not scale or insp. My BIL hauls nursery stock in and out FL-GA all week long unmarked. Got busted- no log book, etc. His lawyer set him up legal after that. Got rid of Dually trucks, got shorter trailers. No more scaling! No more log book.
