If you are ethical and dealing honestly, then you would leave feedback as soon as that person has completed their end of the deal. That means the seller leaves feedback when they are paid reflecting the buyers performance (either positive or none, those are the options). Buyer leaves feedback when they receive the item or a refund if applicable. Some sellers will not leave feedback until they have received positive from buyer. I guess they feel burned if they leave a positive and get a negative. Seems childish to me but they can do whatever makes them happy. Ultimately...who cares?
