I would think it's appropriate to leave feedback once the transaction is complete. I had a situation where I purchased a part from Tasca Ford. They delivered on time and it was the correct part and all. They left me positive feedback. I then asked to return the item, which they agreed to. I'm not sure feedback in my regard-returning the item was neccessary.
I also have over 300 transactions as buyer and seller. I've only had one guy that I thought his description of the item was a little iffy.
I bought a big dinner bell from a guy and his description was by the manufacturer "Crystal Bell Co. His pictures were a little obscure and when I got it, it was manufactured by the "Krystal Bell company. It was still a nice old bell and the wife was happy and it looks good in the back yard...so be it.
I did let the guy know, I thought that was kind of hokey, but he didn't get it.
Life goes on. I've been using ebay since 1999, never lost any money and still have 100% feedback. I only had one guy didnt show to buy a car. Every thing else has been pretty good.
