That only happened when we needed to 'get them all on'. A normal load was 5 or 6 full layers plus a couple on top in the middle of each tier. Still have that wagon, although it isn't used much any more - needs a new floor, and we have hay baskets for the little squares now. Judging from the leaves on teh ground and the color of the bales, I'm guessing that's a load of straw. And that's me on Grandpa's lap - I was a little too young to help load at that time.
