I don't have an answer, but I recently went from XP Pro to Windows 7 Pro and I've had issues with photos, too.
The insurance companies I do real estate inspections for want the photos shot at a high resolution and then resized to VGA before posting on a report. They say that way if they zoom to a particular area of a photo they get a clearer picture.
Without going into detail, it takes about four more steps to resize the photos on 7 Pro than it did on XP.
I'm living with Windows 7 Pro, but if I could have bought a new computer with XP Pro I would have.
