Not only do they exist - they are common in Europe and most parts of the world. The problem is the EPA won't allow them on US highways. It's not a cost of import issue.
Ford is building a small (4.4L) diesel that was intended for their F150. They build it in Mexico at the same plant as their 6.7. They only export to Europe for Land Rover - by the time it passes emissions testing in the US it is worthless as a consumer product in the US.
You can't even get the Land Rover with that engine in the US.
