That is true, with the exception of cloth dryers. The metal frame, ground, and the neutral wire are one in the same even when they are wired with the 4 wire cord. Go figure. So if you have a load center where the jumber between the ground and neutral is removed, you just reconnected them by sending 4 wires to an electric clothes dryer, because at the dryer, ground wire and neutral wire share the same lug. Perhaps some day, I'll put an ammprobe on the ground wire from my clothes dryer and see how much current is running through it.
