We had a municipality here get all baffled and huffy with their fence and public pool becoming energized. Municipality solved the problem with the public getting shocks off the metal fence by replacing it with a wooden fence. Like Duh.........there has to be something wrong. Find it and fix it.Don't bandaid the symptoms. The pool wasn't closed until an electrical inspector was alerted. The municipality was upset due to bad press, loss of revenue and possible liable action. Turned out the overhead neutral conductor was open and neutral current was flowing from ground rod to ground rod.
