To answer your question its NOT "legal" is my best professional advice, subject, of course, to exactly how you define the term "legal" The NEC is NOT law (speaking with my Attorney"s hat on lol, we didnt study it in Law School, sure did in EE school however), its a panel (certainly NOT only one persons opinion) of experts who publish the same and many communities adopt part or all and particualar versions of it.
