Did some looking this morning and found the issue. The lower fuel line on the tank has a fitting with a long mesh screen attached. The screen was completely covered with junk. The big question now is why is the fuel cap letting in the dust? The junk was a wet version of the junk all over the grill of the tractor. Dad may need a new fuel cap if this is the problem.
