The short answer is no. People leave it up to the schools. Go anyplace in town and ask if high school graduates can read a measuring tape or if they can work as a cashier in a grocery store if the bar code reader is not working. Bet you the answer is no almost every time.

I went to a "mom and Pop" shoe store today. The young man that helped me figured the bill by hand on paper. Guess where I'm going back for my next pair of shoes? That is if the big box stores don't run them out of busines.
