I would just build the panel, 12' outside to outside. If your fabric is 139" loose, you'll have more than 5" of stretch. Like you said, the brace bands will take a few inches. I've made panels using gate corners before, don't know how the rail clamps would work. I used them to put tops on my kennels, but only to attach the light gauge barn roofing to. They worked good in that application. My panels are mig welded with .023 solid wire. HTH Mark
