They've driven cost out of the realm of reasonable and into the realm of non-competitive.
As I said, I've BTDT. Union "skilled tradesman" for 40+ years. 90% of the people I worked with couldn't tell you which end of a claw hammer they held and which end they hit a nail with. They just paid their dues and draw a check with NO regard to quality of work or level of productivity.
There time passed 50 years ago, but the pay-offs to and from politicians lives on.
