Dave just read your other post about being able to get 3 x 3 Locust post. What about using them and just using wire cattle panels. If your lot is 70 feet x 40 feet then you only need 7 panels. They are 16 foot long and 50 inches tall. They are $23 each here. That is only $161. I know setting the post would be more work but this style pen would be more maintenance free after that.
If the horses would ride the top of the panels down then just put a single strand of electric tape/rope on the top. The panels with the 6 inch square wire pattern would not have any risk of a colt getting hurt or out.
