There will always be people that can't walk and chew bubble gum at the same time but that doesn't mean we should make that illegal, or impossible to do.
Think about this. The law enforcement officials that would be tasked with enforcing a regulation such as tis have a computer setting in the middle of their vehicle, they have a radio they have to listen to, and I'm sure several other distractions that take their attention off the road. That said there is no way to teach someone the skills needed to do these things and I'm sure there are just as many cops out there, percentage wise, that have done dangerous things while on their computer, radio, etc as there are people doing dangerous things on while talking on a cell phone.
Look at it another way. When one person does something stupid dooe it mean that the whole population should be forced to suffer for their stupidity? I mean seriously who thinks that your old tractor, that never had a ROPS, should be forced to be retrofitted, or scrapped, just because some idiot somewhere rolled his and got killed? That's the same kind of thinking that applies when someone says that someone did something stupid so now a new law, regularion, etc needs to be passed to prevent it from happening again.
In the end it all comes down to what comedian Ron White is so famous for saying...."You can't fix stupid.."
