Attack cat

My brother has a cat that just doesn't like dogs. Someone came into theyard walking her dog, and the cat attacked the dog. The lady got scratched up trying to seperate them. Hope she doesn't head to the lawyer in the morning. When I take my dog with me to the shop the cat tries to challenge my dog also. What makes a cat have this attitude toward dogs? Usually it is the other way around. The cat is also very small, but full grown. I could see my 22 lb cat doing this, but not this little sh--. Ever had a cat like this? stan
