I had the pleasure of dig'n up a water line last week and found that the first 18" was like concret. Zero moisture, clay/sand mix, "ROCK" freakin hard. After 18" it loosened up where I could get a shovel in it, but it did not stay together. Fell apart like digging in sand. I only went 4 1/2 feet so what was below that I do not know. I do know the first 18" took almost 2 hours to get through (chisel some, remove, chisel some, remove....).
