Actually I saw the thing on the EPA using drones on Fox, CNN and Yahoo news About 1 1/2 weeks ago when the some politicians sent a letter to the head of the EPA demanding to know what's was going on, giving the EPA until the 10th of June to respond.
Yes they can track you via cell phone and some federal agencies would like to be able to do that without a court order but so far the cell providers have resisted and they still have to have a judge authorize it.
As far as a government agency watching everyone.....they just can't do it at the present time. If the FBI was going to keep tabs on every thing that just goes on with the internet every single agent would have to be assigned to that task ans they still wouldn't have enough to really monitor more than 1 or 2 %. Now you can use a couputer to scan test pretty easy but it looks for key words.....then a human has to actually read the entire posting. With over 300 million people in the US can you even imagine trying to watch cams in each home? One guy can watch what, 6-8 maybe. The man power for that is about as intense as it would be to put enough people to really close the US Mex border.
