You can tow multiple trailers in TX. I think it is 2 and yes there is a max length restriction. Been a long time since I got my CDL but as I recall the testiing had to do with the 4 wheel trailers that they pull with a single axle tug for UPS and other similar drop trailer here, and there, kind of transports.
You must have been legal and looked to be safe or you surely would have been pulled over. Only thing I see that would have made it "more in compliance" if any doubt was to paint "IN TOW" on the back glass of the second car.
I have been looked over several times by DPS troopers and local sheriffs and city police. You can watch them look you over, especially on a 4 lane road, and see that they check your license, hitch hookup, tow chains and on rigs like here, if your tow vehicle has enough weight and brake capacity to stop you in a reasonable distance........oh yes, and whether or not they think your speed is excessive for the conditions.
