Sounds like a bad flywheel stator. You can test like this:

Remove the connector from the rectifier/voltage regulator. Attach an AC voltmeter to the connector's stator terminals (the two outer connector terminals). Now run the engine at governed RPM and observe the voltmeter reading. A good stator will develop at least 28 volts AC at 3,600 RPM. Less or no voltage indicates a bad stator.

You can also do a stator resistance check at the connector. Measure across the same pair of terminals above. A good stator will read 0.1 to 0.2 ohms. 0 ohms says the stator has a short; infinity means it's open.
