Used to be. Dave2 is absolutely correct. I know that child "abuse" can be reported anonymously and will be checked into by child welfare. Busy body gov't workers proving how worthwhile they are. I don't know about the animal part, but I do know that animals are more precious(under the law) than unborn humans.
