While on a trip a few years ago, in one state they had signs about 1/2 mile ahead of a construction zone telling drivers to do exactly as you say. In another state there had been an accident and one lane was closed while recovery was going on. I passed about 15 cars before getting in line about 200 yards before where the police were. When I got up to the police they pulled me over for not changing lanes soon enough and had me wait until fifteen cars went by. Personal preference I guess.
