At least here in Pa a lot of our inspection rules make sense. There are a few that don't however. We have a long list of "fail if" stuff that makes it easier in most cases. But like anywhere government is involved there are somethings not on the "fail if" list that should be and others on the list that need to be removed. Our safety inspection is once a year up to 17,000 lbs and twice a year above 17,001 lbs.
