Twenty or so years ago I had a Toyota Pup with the 3.0 V-6. The exhaust rotted out so I put a 10" or so glass pack on it that we had. A month or so later there was a sniffer unit in town to check emissions on vehicles. I crawled under my truc an stuck the hose in the exhaust for them. They ran the test and said something was wrong and crawled under themselves to put that hose in. He crawls out goes over to his co-worker and said "The hose IS in the exhaust." They ran the test and got the same results. Both shaking their heads said there is no way that truck should pass emissions as ALL the emission controls were gone. But...they had to pass the truck since the sniffer never had a better reading on any other Toyota trucks before.
