Fuels are publically traded as a commodity... so the market will determine their price, either by supply and demand or speculation on supply and demand. In reality we're not going to see any real decrease in fuel prices until we have another bad recession... which will probably be caused by... fuel prices. Everything we do uses fuel today. It will regulate our economy.
