I think you may have nailed it Dave. I find evidence of powder post beetles sometimes in my wood piles; mostly in Ash and Red Maple that was dead when I cut it and was on the verge of becoming "punky". I sometimnes find mouse nests in my wood piles as well. I also find snake skins in various sizes indicating to me they are thriving there! Well, I guess if I was one of dem varmits and somebody set me up with a place easy to hide in and kept it covered so I wouldn"t get wet, I"d move in too!
