you swapped out the pressure relief and no change? Hmmm,,, did you try putting the relief from the 1566 in to the other tractor and did it put out good pressure? does the 1566 have 3pt and does it have good lifting power? if so my next guess is you have a remote valve problems also if you have access to a flow tester that might give you more answers too, this is a dumb question but you did change out the hitch pump? only reason I ask is I have seen people change the MCV pump thinking it was the hitch pump,sorry just trying to make sure of all cause's cnt
