The key is she has to "work there provisionally" before taking the test. So has to quit where she is first, without knowing whether she has the new job locked up. Pretty iffy, in my way of thinking, in today's job market.
Guess I'd want to be pretty sure that they don't already have a candidate in mind, and are just going through the motions with you and others.
I applied for a right-of-way administrator job for the local electrical cooperative once- they wanted someone who knew real estate law (I'm a real estate lawyer), surveying (had worked for the state on a survey crew), and legal descriptions (had been the legal description checker for Farm Credit when I worked there).
